Councils and parking
Hampshire has two tiers of council. Your district or borough council handles planning, including conservation areas and listed buildings. Hampshire County Council looks after the roads: since 2023 it has run on-street parking enforcement across the county itself, and it handles H-bar markings across dropped kerbs, which cost £150 with no appeal.
Petersfield is inside the South Downs National Park, so the National Park Authority handles planning there. Plans to replace Hampshire's councils with new unitary councils were withdrawn for review in September 2026, so the current councils carry on for now.

Questions
Who do I call about a car blocking my drive in Hampshire?
Hampshire County Council. It took on-street parking enforcement back from the districts in 2023, so report a car across your dropped kerb to the county, not your borough.
Do you fit inside the South Downs National Park?
Yes. Petersfield, Liss and Buriton are inside the park, where the National Park Authority handles planning. A bollard on your own drive rarely needs permission, but check if your home is listed or in a conservation area.
How far from Basingstoke do you go?
Across the north and middle of the county: west to Andover, south to Winchester, east to Farnborough and Fleet, and south-east to Alton and Petersfield. Every area pays the same price.
